A Record-Strength El Niño Is Coming. Your Homeowners Policy Won't Cover the Flooding, and Flood Insurance Takes 30 Days to Start

Most people assume their homeowners insurance protects them from water damage. It does, but only some kinds. If a pipe bursts, you're likely covered. If a river rises, a levee fails, or a storm sends water pouring down your street, standard homeowners policies almost never pay a dime.
This year, that gap matters more than usual.

The forecast: a potentially historic El Niño
NOAA reports that El Niño is strengthening, with a greater than 90% chance of becoming a very strong event this fall and winter. The odds of an unprecedented event, one stronger than any El Niño since 1950, have climbed from 69% in August to 75% in September.
What does that mean for California? NOAA's outlook gives coastal California better than 50% odds of above-normal precipitation for both December–February and January–March. The heaviest rain signal is expected to ramp up late, peaking January through March 2027 rather than this fall.
Forecasts aren't guarantees. The 1997–98 El Niño brought enormous flooding to California, but the 2015–16 event was less wet than expected because storms tracked farther north. We can't know which way this winter will break. It only takes one atmospheric river, one overwhelmed creek, or one clogged storm drain to cause a devastating loss.

The 30-day rule: why "later" is too late
Here's the part that catches people off guard.
For most existing homes, a new flood insurance policy doesn't take effect until 30 days after you buy it. If water is already rising, or a storm is already in the forecast, it's too late to sign up.
Do the math on the calendar:
  • Buy in October: you're covered by mid-to-late November, before the peak storm months.
  • Buy in late November: coverage may not begin until late December, when the first storms could already be in progress.
  • Wait until the storm is in the forecast: you're not covered for that storm.

The best time to get flood insurance is right now.

Why flood insurance matters
1. Flooding isn't just a "high-risk zone" problem. FEMA has reported that roughly a quarter of flood insurance claims come from properties outside high-risk zones. Heavy rain, clogged storm drains, rising creeks, and rapid snowmelt don't check the map first.
2. A little water does a lot of damage. According to FEMA, even an inch of water in a home can cause tens of thousands of dollars in damage. Flooring, drywall, insulation, appliances, and electrical systems all take a hit, and cleanup and mold remediation add up fast.
3. Disaster aid isn't a substitute for insurance. Federal disaster assistance is only available after a presidential disaster declaration, and much of it comes as loans you have to repay, not grants. Flood insurance pays claims to help you rebuild without taking on new debt.
4. Our region knows water. Living near the river means enjoying the trails, the views, and the lifestyle, and it also means understanding that rivers rise. Add a strong El Niño, saturated soil, and aging infrastructure, and flood preparedness belongs in every homeowner's plan.
5. It's cheaper than the alternative. Flood premiums are a fraction of what a single flood can cost you. Many homeowners are surprised by how affordable coverage can be, especially in lower-risk areas.

What flood insurance can cover
  • The structure of your home and its foundation
  • Electrical and plumbing systems
  • Furnaces, water heaters, and built-in appliances
  • Personal belongings, with contents coverage
  • Cleanup costs after a covered flood
Coverage varies by policy and carrier, so we'll walk you through exactly what's included.

How American River Insurance Agency can help.
At American River Insurance, we're your neighbors, not a call center.
We'll help you:
  • Assess your real flood risk for your specific address
  • Compare your options, including federal (NFIP) and private flood policies
  • Start the 30-day clock now so you're covered before the wettest months
  • Understand coverage limits so there are no surprises when you need to file
  • Bundle smartly with your home, auto, and other policies

Don't wait for the rain
Flood coverage only works if you have it before the water arrives, and with a 30-day waiting period, "before" means today, not the week the storm hits.
